What do you pray when it seems absolutely hopeless?

Politicians - pray that those making the decisions. That their personal ideologies will not prevent help reaching those in need.
People - pray that those affected will receive relief and those bringing help will be effective.
Pastors - pray for the men and women who seek to bring meaning to what has happened.
